University Grants Commission (UGC) Sri Lanka publishes the annual University Admissions Handbook — the only authority for state university courses, intake numbers, district-quota Z-scores, order-of-preference rules, aptitude-test requirements and the application timeline. Admission is district-based: Z-scores and cut offs are computed per district, not as a single national list.
Handbook first — with year and stream
Download the handbook for your GCE Advanced Level year and stream (Arts, Commerce, Physical Science, Biological Science, Engineering Technology, Bio Systems Technology, Common) on ugc.ac.lk. Note your Z-score, the district basis applied to your candidature (school district vs private candidate rules), and the method for order of preference. Keep the handbook PDF with its year clearly marked; reusing last year's Z-score tables or a coaching centre's cut-off graphic is the leading error.
Preference, Z-score and cut-off logic
State the order of preference at application as the instruction requires — reordering after submission is restricted or impossible. The published cut-offs are district-specific and course-specific; a national average is misleading. The handbook also states which courses require an aptitude test on a separate timetable (e.g., Architecture, Design, Translation, Physical Education) — missing its registration window disqualifies you even with a qualifying Z-score.
Verification you should do yourself
Confirm per-course subject prerequisites (e.g., Chemistry for Medicine, Combined Mathematics for Engineering), results validity, school-candidate vs private-candidate treatment, and international qualification handling where relevant (Cambridge Edexcel). If in doubt, email UGC via the address on ugc.ac.lk and keep the reply with your records.
Common mistakes
Applying for a course that requires an aptitude test without sitting it; relying on last year's cut-offs; entering an incorrect district basis; assuming GCE AL English General paper counts the same way across streams — the handbook and its annexes define it.
