Taiwan Employment Gold Card: Eligibility Routes and Application Checklist

Taiwan's Employment Gold Card is a 4-in-1 document that combines work permit, resident visa, Alien Resident Certificate and re-entry permit for foreign professionals. It is the most flexible route for working, changing employers, freelancing and residing without employer sponsorship, but it is qualification-driven: you must meet one of the 12-field routes published by the National Development Council.

What the card combines

One Gold Card replaces four separate permissions. With it you may work for any employer, switch jobs without reapplying for a work permit, and re-enter Taiwan freely during validity (1-3 years, renewable). The card is not a job offer or a scholarship — you still find your own work.

Twelve fields — choose one route

Science & Technology, Economy, Education, Culture & Arts, Sport, Finance, Law, Architecture, National Defense, Digital, and two newer streams. Each field publishes its own regulation with 6-10 alternative qualifying routes, for example:

• A PhD and recognized publication/patent record, or
• 8+ years experience with senior role and salary evidence, or
• Monthly salary averaging NT$160,000 (~US$5,000) over a recent period, or
• Professional licence/award where the field lists it

Pick the single best fit — applying under a weak field because it sounds broader is a common rejection reason. Read the qualification page for the exact regulation text, not a summary.

Eligibility evidence that officers actually check

• Passport validity well beyond requested card duration
• Degree, transcripts and work certificates in English or Chinese (with translation where required)
• For salary route: tax or payslip evidence covering the required months, with employer name and your name matching
• For experience route: contracts or appointment letters showing role level and period
• Clean criminal record and health where the immigration step requires it

Application workflow

1. Qualification check on goldcard.nat.gov.tw — read the regulation line that matches you.
2. Create an account on the Foreign Professionals Online Application Platform and select Employment Gold Card.
3. Complete basic data, passport, visa status, resident details and profession selection. Upload colour scans (PDF/JPG) per the checklist; files must be legible with all stamps visible.
4. Pay online: fees are tiered by passport type and duration (NT$3,700-9,605 for 1-3 years is typical; ARC holders inside Taiwan pay less). Payment options include card, virtual account and convenience store where offered.
5. Overseas applicants complete passport inspection at a Bureau of Consular Affairs office or ROC mission.
6. Receive the card and collect at the National Immigration Agency service center in Taiwan within the instruction window.

Perfect applications are often decided in about 30 days; requests for added documents extend to 50-60 days. Save the 12-digit application number from the confirmation email — it is required for follow-ups.

Validity, tax and family benefits

• Validity 1-3 years, renewable. Permanent residency may be sought after three years of Gold Card residence (doctoral study in Taiwan can offset up to two years, master's up to one, per regulation).
• First-time Taiwan workers meeting conditions may qualify for 50% tax exemption on salary income above NT$3 million for the first five years — confirm on the tax administration page for the current year, as rules change.
• Spouse and minor children may apply for dependent residence; parents and grandparents may apply for extended visitor stays. Each has its own document list — do not assume automatic approval.
• Health insurance eligibility begins upon employment without the usual six-month wait where employed.

Common mistakes

• Applying under the wrong field or regulation number.
• Uploading an expired passport copy or using an encrypted/mainland Chinese email that cannot receive NIA messages.
• Assuming a job offer equals qualification — the Gold Card is independent of employment.
• Trying to convert a non-convertible visa type (APEC ABTC, Blue-Collar Worker FL, Mandarin FR, Medical M, Working Holiday WH except limited cases, etc.).

Tips

• The form takes ~15 minutes when documents are ready. Use an email that receives plain-text verification.
• Password must be changed every three months after initial submission.
